This program, which aims to promote innovation in Portugal, is based on the development of "Information and Communication Technologies Institute"  and a cooperation program in teaching and research, especially in the area of ​​Information and Communication Technologies (ICT). The creation of this Institute provides for the development of research projects on topics such as processing and information networks, including software engineering and the computational treatment of language, which are strategic areas for Priberam.

One of the institutes part of Carnegie Mellon University (CMU) is the Language Technologies Institute (LTI), one of the main research center in language technologies.

Priberam, one of the CMU-Portugal Industrial Affiliates, is committed to increasing its investment in research and development activities. One example is André Martins, Priberam's researcher, that was a PhD student at Carnegie Mellon University under this program.
